It has been released for a while.
Until today, I finally figured out how to use it!!
First, go to http://www.googlelabs.com/ and enable Google Social Search.
Next, configure Google Profile to enable links to your twitter/facebook/... accounts (that is the step never mentioned on the news, I looked the video by Maureen and finally notice this missing step)

The image below is the place where you enter your social network links. The Google system is very smart!!
Based on Matt's explanation, using Google Social Search will make Google search results more relevant to YOU. The so called Google Social Circle is built based on the links added to YOUR Google Profile. YOU have to login your google account to see the results. YOU can delete links to disable some social networks.
